A driving license can be obtained by a person with a learning license. A learning license is issued in Gujarat by the Gujarat RTO as per the provisions of the Motor Vehicles Act, 1988.
Driving license eligibility
Must have completed 16 years of age to get a gearless two wheeler license.
Two-wheelers with gears, motorcars, tractors and other non-transport vehicles must have completed 18 years of age.
A person must have completed 20 years of age to drive a transport vehicle. In addition he should have passed Class 8 and should have one year experience in driving light weight vehicles.

Driving license application fee
Fees for learning license and driving license have to be paid at the same time.
To get learning license Rs. 50 test fee plus Rs.150 per vehicle category is required.
Rs.200 for smart card driving license and Rs.300 for driving license per category of vehicles.

1- First you have to go to www.parivahan.gov.in website.

2- In License Related Service, Drivers/ Learners will have to go to Licence.
3- Then you have to select the state Gujarat for which you want to apply.
4- Then click on Apply For Learner Licence.
5- Then you will see all the steps for learning license or you have to read it and click on continue.
6- Now you have to select your RTO and then you have to select the ITI in the camp in which you have to give the test for learning license.
7- Now you have to enter your mobile number for E-KYC and click on Generate OTP. After that, the OTP that comes in the mobile has to be entered there.
8- After entering the OTP, the form for Learner License will appear in front of you in which you have to fill all your details.
Like, your full name, address, date of birth, blood group, mobile and which vehicle you are applying for.
After filling all the details you can see below to select the vehicle type.
First the class of Vehicle has to be selected for which the vehicle is to be licensed eg: 2 Wheeler without Gear (MCWOG), 2 Wheeler with Gear (MCWG), Four Wheeler (LMV).
After filling all these details click on submit.

Driving License Exam Pattern
To obtain a learning license, it is necessary to pass a computer knowledge test.
Topics like policy rules, traffic signage are included in the test.
15 questions will be asked in the test, out of which 11 questions must be answered correctly to pass.
You will get 48 seconds to answer each question.
A person who fails the test can appeal for re-test after 24 hours.
A person holding a learning license or a driving license who can apply to add an additional category of vehicle to the existing driving license is exempted from taking the computer-based knowledge test.
Driving test is mandatory to get permanent driving license
Anyone who has obtained a learning license can take the driving test at any time after a period of 30 days after obtaining it.
The driving test will be conducted only on the type of vehicle for which the driving license has been applied for.
The learning license will be valid for 6 months only, so the applicant will have to appear for the driving test within this valid period only.
